ECC Approves Rs6.6 Billion for 30 Bulletproof Vehicles Ahead of SCO Summit

Pakistan’s Economic Coordination Committee (ECC) has approved a supplementary grant of Rs6.6 billion for the purchase of 30 bulletproof vehicles to be used during the Shanghai Cooperation Organisation (SCO) summit that Pakistan is scheduled to host in September 2027.

The decision was taken at an ECC meeting held on September 7, 2026, under the chairmanship of Federal Minister for Finance and Revenue Senator Muhammad Aurangzeb. According to the Ministry of Finance, the Cabinet Division had originally sought a Technical Supplementary Grant of Rs12.6 billion for the purchase of more than 50 bulletproof vehicles.

 The vehicles are intended to support secure transportation for heads of state and other high-level dignitaries attending the SCO summit. After discussing the proposal, however, the ECC did not approve the full amount requested. Instead, it sanctioned Rs6.6 billion for 30 vehicles and asked the Cabinet Division to return with any additional requirement only after carrying out a detailed need assessment.

The committee specifically directed the Cabinet Division to conduct an in-depth analysis before seeking further funds. This means any proposal for additional vehicles or money will have to be presented to the ECC again with supporting justification.

Pakistan is due to host the SCO summit in September 2027. The event is expected to bring together leaders and senior officials from member states of the regional organisation, making security, transportation and protocol arrangements a major part of the government’s preparations.

The Shanghai Cooperation Organisation is a Eurasian political, economic and security grouping whose members include Pakistan, China, India, Russia, Iran and several Central Asian states. Pakistan became a full member of the organisation in 2017. Hosting a summit of heads of state requires extensive coordination among security agencies, the Foreign Office, the Cabinet Division and other federal institutions.

Bulletproof vehicles are commonly used for the movement of visiting heads of state and other protected dignitaries during major international events. The government’s latest approval is therefore being presented as part of the logistical and security preparations for the 2027 gathering.

The size of the allocation is also likely to attract public attention because the country continues to face pressure on public finances. The ECC’s decision to approve only part of the original request, while ordering a fresh need analysis for any additional demand, indicates that the committee sought further scrutiny before committing the full Rs12.6 billion proposed by the Cabinet Division. 

The bulletproof vehicle decision was one of several matters considered during the same ECC meeting. The committee also reviewed proposals related to agriculture, energy and trade. Among other items, it approved continuation of gas supplies to Fatima Fertiliser and Agritech until September 30, 2026, approved safeguards for donkey meat and hide exports from Gwadar Free Zone, and sanctioned Rs5 billion as seed money for the Daanish Schools Authority Fund. 

For the SCO summit, however, the key development is that Rs6.6 billion has now been formally approved for 30 bulletproof vehicles. The government has not yet announced detailed specifications, models, suppliers or the procurement timetable for the vehicles in its official ECC statement.

Those details will be important as preparations progress, particularly because the procurement involves a substantial amount of public money. Transparent tendering, clearly defined security requirements and proper oversight will be important to ensure that the vehicles are acquired in line with procurement rules and are ready before the summit.

With roughly a year remaining before the September 2027 summit, Pakistan’s preparations are expected to accelerate in the coming months. The ECC approval marks an early financial step in arranging secure transport for visiting leaders, while any expansion of the vehicle fleet will depend on the additional need analysis ordered by the committee.
